1) Reminder:
From the NIH Guide: Revised PHS 398 and PHS 2590 forms now available
(Rev. 05/01):
All applications received on or after January 10, 2002 must use the new forms. After this date, applications using the previous version (rev. 4/98) will be returned to the applicant. See a summary of the changes made to the forms.
2) Reminder: The new feature added to the payroll cost
distribution system, which
directly affects your ability to distribute salaries to Federal contract and
grant accounts, will take effect December 1,
2001.
When requesting
a CAS exception on an Administrative or Clerical position, you are required to
indicate what position number and occupational code this position is
assigned. The exception is ONLY APPROVED for the specific occupational
code requested. The Payroll Distribution System will reject all other
occupational codes.
If you currently have any staff being paid from a
Federal grant who are assigned to an unallowable occupation code, please change
the assignment or submit a justification form to DSR right away.
(Unallowable charges made on the account prior to the assignment change will
still need to be moved by cost transfer.)

1) AEF Salary Used in Calculating Grant Proposal Budgets (Post Award): When using AEF to calculate faculty salary on a grant budget, the AEF portion needs to be moved to the state or MG&G source in order to distribute the personnel correctly on the grant/contract award. At the end of the awarded project period, the salary source can be changed back. The institutional salary base requested on a grant account should match what is on the state or MG&G portion of the salary source. This would allow the federal auditors to recognize that the institutional base salary is the same as what was requested on the grant/contract proposal.
Faculty who have the Optional Retirement plan can move their
AEF portion of salary to a state or MG&G account without penalties. Faculty who have the Florida Retirement
plan will be penalized for moving AEF unless approved by Academic Affairs. In order to comply with federal
guidelines, please be sure to keep track of those grant awards that have
utilized AEF salary source in salary budget calculations. The University of Florida cannot risk

2) NSF Publishes Revision to Grant Proposal Guide -
Effective for Proposals Submitted on/after January 1, 2002: The National
Science Foundation (NSF) has just published a revision to its Grant Proposal
Guide (GPG) that is effective for proposals submitted on or after January 1,
2002. This revision implements:
* revised proposal preparation
guidelines relating to the Project Summary and Project Description. These
changes continue NSF's efforts to remind proposers that both NSF merit review
criteria must be addressed in the preparation and review of proposals submitted
to NSF;
* updated guidelines for submission of Single Copy
Documents; and
* new capabilities within FastLane for submission of
requests for PI transfers, PI changes, and Sub award approvals.
Other
sections have been revised, as appropriate, to further implement changes in
policy and procedure brought about by the electronic signature

4) NIAID NAMES SAIC TO COORDINATE ANTHRAX (RPA) VACCINE
ACTIVITES: (NOT-AI-02-004)
In response to anthrax public health threats, The National Institute of Allergy and Infectious Diseases (NIAID), NIH is interested in facilitating and expediting the development of anthrax recombinant protective antigen (rPA) vaccines. NIAID announces that its vaccine production and support contractor, Science Applications International Corporation (SAIC) has been designated to solicit and serve as the main contact point for information about potential (rPA) vaccines from all possible sources. NIAID has determined that, in order to systematically accumulate and prioritize the number of candidate vaccines that appear to be available, SAIC will serve as the single portal through which this information will be received for consideration. The principal contact at SAIC, Dr. Mark Brunswick, may be reached on 301-228-3135 or via e-mail: mark.r.Brunswick@saic.com. Only information gathered by SAIC and submitted by respondents to this notice will be considered. Enquiries made of NIAID directly will be referred to SAIC. NIAID is aware that some organizations may have concerns about expressions of interest in development of an rPA anthrax vaccine or sharing their proprietary data. SAIC will forward any such concerns to NIAID in confidence for consideration on a case-by-case basis. SAIC will begin a dialogue with respondents and will assist NIAID in defining the technical criteria by which these vaccines will be considered. NIAID strongly encourages any educational institution, business or individual with potential anthrax rPA vaccines to contact SAIC at their earliest convenience to assist in responding to this public health threat.

5) National Institute of Environmental Health Sciences: (NOT-ES-02-005)
Correction: This action originally publicized in the CBD dated October 23, 2001, is revised to correctly state the RFP No. as NIH-ES-02-01

1) University of Florida Contracts and Grants office is offering an “ Administrative Introductory Level Workshop”. If you are responsible for your department's post-award contract and grant administration or are a Principal Investigator, you may wish to attend this comprehensive workshop. Attendance is particularly encouraged for staff new to the administration of contracts and grants. This program will review the guidelines for contract and grant administration and what you need to know to administer your contracts and grants in compliance with the agency rules, Cost Accounting Standards, OMB A-21 and university policies.
