NEW/ REVISED FORMS

Due to policy changes across the University, in Sponsored Research and in the Office for Research Affairs, several of our Administrative forms have been revised.

(1) Sponsored Projects Approval Form-DSR-1 (Rev. 11/02)

A new UFID number will be used in place of your Social Security number in virtually all transactions you make with the university. The DSR-1 form was recently revised to include UFID# . As of January 21, 2003 COM will only except the 11/02 version of the DSR-1. Please update your files.

(2) Facilities & Administrative (F&A)/ Indirect Cost (IDC) Return Distribution (Revised 12/02)


The Return Distribution of Indirect Cost, now termed Facilities & Administrative Cost is required for all COM proposals with overhead. The old form has been revised to include the UFID# and to reflect a more accurate picture of the distribution.

Note: All Clinical Trials must identify the UF Center for Clinical Trials Research in the Center split, and all proposal with Indirect costs (facilities & Administrative Costs) from the College of Medicine must identify a Board of Regents-approved Center to receive the extra 7.5% indirect cost return.

As of January 6, 2003 this form must be turned in along with the DSR-1 when a proposal is submitted for signatures.

NEW PROPOSALS MUST INCLUDE INSURANCE BENEFITS FOR POSTDOCS

Abstract Postdoctoral Associates play a vital role in the research mission of the university. In order to give postdocs the benefit of health care for themselves and their families, the following policy has been adopted by the UF Board of Trustees: Effective January 7, 2003, or shortly thereafter, the title Postdoctoral Associate at the University of Florida will change from a student title to a faculty title. This rule change has consequences for both the Postdoctoral Associates themselves and for the grants on which they are supported. (Note: Postdoctoral Fellows who receive independent fellowship awards are not included in this rule.)

Benefits.
With this rule change, Postdoctoral Associates will become entitled to state health benefits, just as other faculty are now. Grants will be charged for the state contribution portion of the benefit, which, effective January 1, 2003, amounts to: $2,986.32 per year
($248.86 monthly) for an individual and $6,106.56 ($508.88 monthly) for a family. These amounts are subject to change each fiscal year.

Grant Budgets. Consequently, Principal Investigators whose grants will support Postdoctoral Associates should budget this cost in addition to the 8.3% fringe benefits rate for Postdoctoral Associates. Effective immediately, this is required for all new grant submissions to external agencies. No funds for retirement benefits need to be added to budgets, since Postdoctoral Associates will not be eligible for state retirement benefits. Questions about proposal budgets may be directed to the Division of Sponsored Research, Proposal Processing Office, 392-9267 or ufproposals@rgp.ufl.edu.

Spring semester transition. Postdoctoral Associates will become entitled to the state health benefit as soon as the new rule goes into effect, which is expected to be approximately January 7, 2003. Because existing grants may not have funds appropriately budgeted to handle this additional charge, there is a mechanism in the Spring 2003 semester to deal with this possibility. Principal Investigators may reappoint Postdoctoral Associates as Adjunct Postdoctoral Associates. During the Spring semester, Adjunct Postdoctoral Associates will be paid from OPS funds and will not be entitled to the state health benefit. HEALTH CENTER IRB

IRB REVIEW OF GRANT APPLICATIONS

The University of Florida IRBs are currently requesting that copies of federal grant applications be submitted with IRB protocols. The following questions and answers are provided to explain this requirement.

1. Why is the IRB requiring that a copy of the grant be submitted?

Department of Health and Human Services (DHHS) regulations at 45 CFR 46.103(f) require that each application or proposal for HHS-supported human subject research be reviewed and approved by the Institutional Review Board. The University of Florida is obliged, therefore, to review these proposals.

2. What portion of the grant must be submitted?

Investigators must submit a copy of the entire proposal (exclusive of apendices). If a grant is linked to multiple IRB protocols then the IRB needs to know which protocols so that they can all be reviewed. Only one copy of the grant proposal is required in the IRB office. The IRB cannot review a protocol unless the entire grant application has been submitted.

3. What exactly is the IRB looking for?

The grant proposal must be found to be consistent with information related to the protection of human subjects. Examples include information about (i) the number and qualifications of collaborating investigators and other members of the research team; (ii) cooperating institutions or performance sites that may require separate or additional IRB review or an Assurance of Compliance; (iii) characteristics of proposed research facilities that may affect subject safety or the confidentiality of data; (iv) the feasibility of financial commitments made to subjects; and (v) the cost of proposed subject protection measures, such as consent monitors or translators.

4. What will happen if the research protocol is found to be inconsistent with the proposal?

The IRB protocol must be consistent with the grant proposal. Any discrepancies will require the PI to either amend the current protocol or to submit a new protocol that is consistent with the grant application. If the IRB and PI are unable to reconcile these differences then the Division of Sponsored Research will freeze any funds in the account until the IRB determines that the application and protocol are consistent. HEALTH CENTER IRB EXPLICIT CHANGES AND TABLED NOTICES

Two new IRB-01 forms are now available to organize the flow of paperwork in the IRB Office.

· The all-new Explicit Change Response form can be used when you submit “explicit changes” based on IRB recommendations.

· The all-new Tabled Submission Response form
can be used to communicate a reply to the IRB regarding an IRB-issued “tabled” notice.

Use of these forms is not required at this time. As usual, all investigators are strongly encouraged to visit the IRB website regularly to review updated IRB information. All submissions to the IRB should be made using current IRB forms which are also located at the IRB website.

MANDATORY HIPAA TRAINING PROGRAMS

On April 14, 2003, all human research conducted at or by the University of Florida, Shands Hospitals, the Malcom Randall VA Hospital, and all other similar organizations throughout the country must be in compliance with the new Health Insurance Portability and Accountability Act (HIPAA) Privacy regulations.

To ensure that UF’s researchers are able to carry on their research without incurring legal liability for themselves and for UF, all principal investigators will be required to attend a one-hour HIPAA research training session before April 14, 2003. The times and dates for these training sessions are available at the following link: http://irb.ufl.edu/irb01/HIPAA.htm. Further, in preparation for HIPAA:

· Please review your current active protocols and close (by
submitting appropriate documentation for closure to the IRB) any of those protocols that are not currently active. This will save you and the IRB additional work.

· Current active protocols on which you will continue to enter
subjects after April 14, 2003 will require you to submit a revised informed consent or an addendum to the consent; templates for both will be provided by the IRB. These revisions must be approved by the IRB before that date (thus you must submit before April 14, 2003). HIPAA may also require other changes, in particular, how you recruit subjects. Those changes must be submitted and approved by the IRB. (Note: subjects that have consented prior to April 14, 2003, will not need to be re-consented).

· In order to avoid personal legal liability you will need to make
the HIPAA-required changes to your active protocols before April 14, 2003. If these changes are not made to your protocols they will be closed to further subject accrual until such changes are reviewed and approved by the IRB.

This process will require a time investment by each investigator, and a significant time investment by the IRB and the IRB Office Staff. Please go early to the mandatory HIPAA training session to give yourself time to make these changes and avoid any interruption in your research.

INTRAMURAL PROPOSALS

Pilot and Feasibility Studies of Molecular Therapies
for Cystic Fibrosis and other Genetic Diseases

Background: Seed funding will be provided by the joint University of Florida/Johns Hopkins Molecular Therapy Core Center for up to 2 pilot and feasibility studies pertinent to the development of new cellular and/or molecular therapies for genetic diseases, including cystic fibrosis.

Funding: $50,000 per year for two years. The second year funding will be contingent on awarding of the NIH grant and upon receipt of a progress report.

Eligibility: Faculty appointment at the University of
Florida or Johns Hopkins University.

Submission Date:
December 31, 2002
Funding Date: February 1, 2003
Proposal Format: A four-page (maximum) research plan summary is requested, to include Specific Aims, Background and Significance, Preliminary Data (if vailable), and Research Design and Methods. An NIH-style biosketch and a statement of Other Support are also required. Budgets will be requested after award decisions are made.

The National Institutes of Health (NIH) announces the extension of the deadline for the 2003 Extramural Loan Repayment Program for Clinical Researchers (LRP-CR) and 2003 Extramural Loan Repayment Program for Program for Pediatric Researchers (PR-LRP). The program provides for the repayment of up to $35,000 of the principal and interest of the educational loans.

NIDDK ANNOUNCES AVAILABILITY OF SPECIAL FUNDS FOR SELECTED PRGM. ANNOUNCEMENTS

The National Institute of Diabetes and Digestive and Kidney Diseases (NIDDK) announces a subset of active program announcements (PAs) that are of sufficiently high priority to warrant a set-aside of NIDDK "Special Emphasis" funds. Special funds have been set aside to support applications that are responsive to these PAs, but have received scores beyond the general payline.

These funds are separate from those for Requests for Applications and other initiatives. In addition to the criterion for responsiveness, applications must be of sufficiently high merit and program relevance to warrant funding beyond the announced payline.

Specific PAs on the Special Emphasis list will change over time, along with the NIDDK's funding priorities. Therefore, it is important that you refer to the following web site for the most current list of the PAs in this special category: http://www.niddk.nih.gov/fund/crfo/specialpas.htm

INTERNAL
DEADLINES


Certain agencies announce Requests for Applications that limit the number of proposals that can be submitted by the University. In these instances, the Office for Research Affairs will post an internal deadline for interested faculty to submit a Letter of Intent to the Office for Research Affairs.

If there are more applicants interested in submitting a proposal than the agency's guidelines allow for, an internal review process will be coordinated by ORA. ORA will only coordinate the requests that are specifically for health related projects. RGP will coordinate all other requests. There is not always a candidate who applies for an award. If you are interested in a funding opportunity and the internal deadline has passed, check with ORA to see if this opportunity is still available.

Sponsored Programs Administration (SPA): Level II

For those who have previously completed the workshop on the "Fundamentals of Sponsored Project Administration," NCURA has created "Sponsored Project Administration: Level Two, Critical Issues in Research Administration" (commonly referred to as "SPA II"). This two and a half day professional development program offers participants an opportunity for in-depth instruction in four seminal aspects of research administration: proposal creation and submission, contract review, post award financial administration, and research compliance. Each of these topics will be explored through a combination of lecture, discussion, and case study analysis.

SPA II differs from the "Fundamentals" program in a number of important ways. The "Fundamentals" workshop is designed for people with little previous experience in research administration.
SPA II is intended for those who have already completed "Fundamentals" and have a few years of research administration experience. Where "Fundamentals" provides a broad, sweeping overview of sponsored projects from "cradle to grave," SPA II takes a much more focused, in-depth view of a more limited number of topics and issues. This approach enables the use of discussion and case studies to provide for greater participation on the part of
those who attend the session. Another unique feature of SPA II is the Open Forum where participants can pose questions and engage in lively discussion about virtually any aspect of research administration.

Fundamentals Of Sponsored Project Administration

Fundamentals of Sponsored Project Administration is a program that is intended primarily for the newcomer involved in project administration at higher education institutions and affiliates, and is targeted specifically to: proposal development personnel sponsored program administrators grant and contract accountants, grant administrators, and others with newly acquired responsibilities in sponsored project administration.

This program will provide an overview on all aspects of award administration: Regulatory issues (OMB Circulars, Common Rules, FAR) Proposal development (faculty assistance, funding information, pre-award resource material) Proposal preparation and review Compliance Issues (human & laboratory animal use, certifications, other regulatory requirements) Award negotiation and acceptance (negotiation, award and project initiation) Closeout and audit (final reporting, audit issues, project conclusion) Post-award administration (management systems, agency liaison, accounting, fiscal and reporting issues).

Financial Research Administration (FRA) IV

The final program for NCURA's fourth Financial Research Administrators' (FRA IV) conference, "Carpe Diem: Seizing the Opportunities" will be held February 16 - 18, 2003 in New Orleans, LA. This meeting has become the essential professional development offering and networking opportunity for administrators involved in post-award, departmental, and compliance functions at universities and institutions. This year, we are extremely pleased that the National Conference on College Cost Accounting (NACAA), will be joining us to make FRA IV its annual meeting event. The program offerings have been greatly expanded. The conference will begin with an opening plenary on financial stewardship moderated by Paul Begala, co-host of CNN’s Crossfire.
