ORA would like to remind the College of Medicine that submitting proposals to our office as early as possible will expedite the review and signatory process. With the New Year comes a reminder from Research & Graduate Programs to use
the revised forms recently issued by both the National Science Foundation
(NSF) and the National Institutes of Health (NIH):
* NIH 398 and 2590 Forms: Applications submitted to the NIH on or after
January 10, 2002, must use the new PHS 398 and 2590 (rev. 5/01) forms. After
this date, applications using the previous version (rev. 4/98) will be returned
to the applicant.
The 398 and 2590 forms are available at the following NIH link:

In addition, NIH will continue to provide the pre-printed PHS 2590 Face Page
for awards with start dates through September 2002. After September 2002,
as apart of NIH's transition
to electronic forms and submission, the NIH will discontinue mailing the
pre-printed PHS 2590 Face Page. Notification of a Progress Report due date will
become electronic.
* NSF Grant Proposal Guide: The NSF published a revision to its Grant
Proposal Guide (GPG, NSF 02-2) effective for proposals submitted on or after
January 1, 2002.

Research & Graduate Programs (RGP), Division of Sponsored Research (DSR),
will provide a hands-on training session of FastLane, the electronic proposal submission
system used by the National Science Foundation, on Friday, February 8, 2002,
from 1:30 to 3:30 p.m. in 451 Stadium. This workshop will be conducted by Dana
Rechsteiner and is appropriate for both faculty and staff involved with the
grant submission process.

Attendees must also be pre-registered in advance with NSF in order to

SPECIAL ANNOUNCEMENTS- NIH/NCRR Shared Instrumentation Grants - Annual Call for
Proposals
The NIH National Center for Research Resources (NCRR) has issued its annual
call for proposals for Shared Instrumentation Grants (SIG) which provide
funding for shared-use research instrumentation costing more than $100,000. The
maximum award is $500,000. There is also a mechanism for joint funding by NIH
and the National Science Foundation (NSF) of instrumentation costing more than
$500,000 which would normally be eligible for submission to both

Types of instrumentation supported include, but are not limited to, nuclear
magnetic resonance systems, electron and confocal microscopes, mass
spectrometers, protein and DNA sequencers, biosensors, x-ray diffractometers
and cell sorters. Support will not be provided for general purpose equipment or
purely instructional equipment, personal computers, personal workstations,
printers, and Ethernet interfaces. Proposals for "stand alone"
computer systems will only be considered if the instrument is solely dedicated
to the research needs of a broad community of NIH-supported investigators.
While there is no restriction on the number of applications an institution can
submit to the SIG program, applications must request DIFFERENT types of
equipment and have a users group of three or more NIH-supported principal
investigators.
As in past NIH/NCRR SIG competitions, RGP is asking the deans of eligible UF
colleges to coordinate their unit's SIG requests and inform the VP/Research of
the specific instrumentation to be requested from NIH. The deadline for
colleges to submit SIG equipment lists to RGP (ATTN: Carole Oglesby, caroleo@ufl.edu) is FEBRUARY 15, 2002. This
will allow time for any duplicative equipment requests to be resolved prior to
the March 22, 2002, proposal deadline to NIH.
Interested researchers should contact their Dean or Research Dean to determine
(1) any specific college guidelines/limitations and/or (2) internal deadline.

Digest: Community of Science "Freedom Funds"
As a service to its member institutions (which include the University of
Florida), the Community of Science (COS) is providing a new service focusing on
grants that address needs related to security and anti-terrorism research.
"Freedom Funds" is drawn directly from the COS Funding Opportunities
database and features current public and private sector needs in the areas of
national and international security, weapons and surveillance technology,
health safety, disaster response, bioterrorism, international relations, as
well as Central Asian and Middle Eastern studies. UF researchers can access

UF Bioterrorism Research Registry
UF's Office of Research & Graduate Programs has established a Bioterrorism
Research Registry. According to Associate VP/Research Dr. Ian Phillips,
"The terrorist attacks on September 11, 2001, were a turning point for our
history. The first reports of possible bioterrorism on October 9, 2001, became
a second wake-up call to prepare ourselves against future attacks. The best way
that the research faculty can respond to this call is to turn their expertise
and talents to research on bioterrorism."
In anticipation of increased demands in this area, the University of Florida
has established a Bioterrorism Research Registry that is web-based at http://rgp.ufl.edu/research/bioterrorism.html
The Registry can be used to show who at UF, is working on bioterrorism
research, who to contact for a specific research area, and who to collaborate
with or partner with for funding applications. All contributors will receive
notices of funding opportunities as they come through our office. The Registry
will also be used to inform legislators of the interests of faculty in this
research area.
We will constantly update the Registry as new projects and investigators
register. There is a security check that the registrant will verify they area
UF faculty member engaged in research. The Registry is indexed and
cross-referenced for easy use. We welcome new additions as faculty channel
their energies in this fight against bioterrorism.

6) From the NIH Guide: CHANGE IN NEI GUIDELINES FOR INSTITUTIONAL RESEARCH TRAINING GRANTS (T32) NOT-EY-02-002
The National Eye Institute (NEI) has changed its guidelines for support of Institutional Research Training Grants (T32). Proposed training programs are
no longer restricted to two postdoctoral level training positions per year. Applicants may now request any appropriately justified mix of predoctoral and

3) The Damon Runyon Cancer Research Foundation is accepting
applications for the Damon
Runyon Lilly Clinical Investigator Award. Applications are due to ORA for an internal competition
by February 8, 2002. Only one application will be accepted from each school.

RESEARCH ADMINISTRATORS TRAINING SERIES
The Division of Sponsored Research
invites you to a Research Administrators' Training Series.
Each session will be held from 11:30 a.m. - 1:00 p.m. We ask that you
bring a brown bag lunch with you to the session or for sessions held in the
Reitz Union lunch may be purchased from any of the vendors there. The first session will be
on January 23, 2002 at the Reitz Union, Room 349 (3rd floor on pond side) and will cover the topic "The Division
of Sponsored Research - How We Work." This session will include
information on Proposal Processing and Award Administration.
