Office for Research Affairs has updated the Fringe Benefits Page
to reflect these changes.
3. Health Insurance Rates
have officially increased effective 01/10/03. Any proposals with the start dates of 01/01/03 Effective
immediately, all proposals should use the new employer insurance rates. The increase is thirteen percent over
the current rates. This increase
could substantially effect the bottom line of your budgets. The Term Life Insurance has also increased from .20% to .24%. For the information on the new rates go

1. Interactive Version of Disclosure
of Outside Activities & Financial Interests Form Now Available
The College of Medicine's Office of Research Affairs
has developed an interactive PDF version of the form entitled "Disclosure
of Outside Activities and Financial Interests" [OAA-GA-L-267 (Rev 04/02)].
For your convenience, Research and Graduate Programs has incorporated the new
interactive version (B1) on our website at: http://rgp.ufl.edu/pdf/research/appendixB1.pdf. We thank the College of Medicine for making this format available

2. NSF Publishes New Version of
Grant General Conditions
The National Science Foundation (NSF) has posted a new
version of its Grant General Conditions (GC-1) to its web site: http://www.nsf.gov/home/grants/grants_gac.htm Dated July
2002, the revisions include:
* supplemental language directing investigators and
administrators to NSF's FastLane for access to award letters and the submission
of various reports and requests.
* A separate article has been added (Article 7) to
describe the management of participant support costs (separate accounting for
costs and prior approval for re-budgeting).
* Cost Sharing and Costs Sharing Records, Article 22,
Section b.3, outlines NSF's options if an organization fails to notify NSF of
its inability to meet its original cost-sharing commitments. In addition to
disallowance of costs and recovery of some/all of NSF's funds, failure to
notify can result in the termination of the award and, if serious enough,
suspension or debarment. In Section d of Article 22, NSF sets the deadline for
annual and final cost-sharing certification at 90 days.
* In a footnote added to Article 29, Animal Welfare,
NSF explains that its animal welfare requirements extend to rats, birds and mice.
This is not a change in policy. The current Grant Condition requires compliance
with the Public Health Service (PHS) Policy that covers all live vertebrates. A

3. NIH EXPANDS TO SIX-DIGIT APPLICATION NUMBERS
The growth of NIH funding has resulted in record
numbers of grant applications and awards.
The National Cancer Institute (NCI) reached a milestone in June with the
assignment of application number CA99999. The next number assigned to NCI was
the first at NIH to use 6 digits in its serial number. Application numbers are assigned
sequentially within NIH Institutes and Centers. We do not anticipate other Institutes or Centers will reach
six digits before FY2003. (Posted 07/05/02)
4. UPDATE OF THE PHS 2590 and PHS 398 INSTRUCTIONS
REVISED PHS 398 AND PHS 2590 NOW AVAILABLE:
--The PHS 2590 instructions
(http://grants.nih.gov/grants/funding/2590/2590.htm)
have been updated to clarify instructions and reporting formats for inclusion
of women and minorities in non-competing reports. The updates are marked in
purple to make them more easily identifiable.
--The PHS 398 instructions
(http://grants.nih.gov/grants/funding/phs398/phs398.html)
have been updated to clarify instructions for "Other Support" on
Research Career awards. The updates are marked in purple to make them more
easily identifiable.
--RCA Substitute Form Page 3 (PHS 398) has been
reloaded to clarify placement of Other Support
Applicants are urged to discard previous versions of
the PHS 398 and PHS 2590 instructions and use the current versions to ensure
they have the most accurate information.

5. NIDDK Career Development Awards
The Small Grant Program for NIDDK Mentored
Clinical Scientist Development Awards (K08) and Mentored
Patient-oriented Research Career Development Awards (K23) allows NIDDK
K08-holders and K23-holders to apply for up to $50,000 per year of extra
research support in the final 2 years of their K08 to help in their transition
