October Pay Increases
It
has been confirmed that all eligible full-time employees will receive a
2.5% increase with a $600 guaranteed minimum effective October 1, 2002.
Prorated increases will be provided to eligible part-time employees.
The
A&P and USPS pay ranges will be adjusted by 2.5% effective October
1, 2002. Please make these adjustments when considering salary on grant
proposals.

From FYI Digest: Important
Reminder About Electronic Proposal Submissions
A number of
government agencies, foundations and associations are implementing electronic
proposal submission systems which require Principal Investigators to submit
their electronic proposals directly to the sponsor, rather than through
the Sponsored Research Office. Some of these sponsors include the American
Heart Association and the U.S. Department of Education.
For those instances
where the PI is required to submit the proposal directly to the sponsor,
the PI MUST obtain the proper University approvals PRIOR to submitting
the proposal (e.g., all appropriate signatures on the DSR Sponsored Projects
Approval Form, including that of the Authorized University Representative).
If the sponsor
requests the name of the University's Authorized Representative, please
call the Proposal Processing office, 392-9267, for the most current information,
as well as assistance with any additional information required for the

3. From
FYI Digest: NSF Revises Grants Policy Manual (GPM)
The National
Science Foundation (NSF) has published a revised version of the NSF
Grant Policy Manual (GPM) (NSF 02-151) that will be effective August
1, 2002. This document supersedes all prior versions of the GPM and implements
important changes to NSF's policies, as well as updates procedures for
conformance with NSF's conversion to electronic processes. A chapter-by-chapter
summary of significant changes has been developed to assist the user in
navigating through these changes. NSF strongly encourages grantees to review
this document prior to the implementation date.
The GPM will
no longer be a "printed" document or be available through the Government
Printing Office subscription service. The GPM has been issued electronically
and can be accessed on the NSF website as a direct link from the NSF "front
page" (http://www.nsf.gov). At this time,
the GPM is available only in PDF format. NSF anticipates that the HTML
version will be added to the website by August 1st.

FYI Digest: NIH Updates PHS 2590 & PHS 398 Instructions
NIH has updated
the online instructions for the following application documents: PHS 2590
instructions (http://grants.nih.gov/grants/funding/2590/2590.htm)
have been updated to clarify instructions and reporting formats for inclusion
of women and minorities in non-competing reports. The updates are marked
in purple to make them more easily identifiable.
PHS 398 instructions
(grants.nih.gov/grants/funding/phs398/phs398.html)
have been updated to clarify instructions for "Other Support" on Research
Career Awards (RCA). The updates are marked in purple to make them more
easily identifiable. Also, the RCA Substitute Form Page 3 (PHS 398) has
been reloaded to clarify placement of "Other Support."
Applicants
are urged to discard previous versions of the PHS 398 and PHS 2590 instructions
and use the current versions to ensure they have the most accurate information.

5. NINDS
Policy Update for Career (K) Awards
Salary and
Research Costs:
The NINDS allowable
salary and research costs for career award mechanisms are indicated below.
The mechanisms affected are the following (see: http://www.ninds.nih.gov/funding/research_training.htm).
o Mentored
Research Scientist Development Award (K01)
Effective with
career awards funded in FY 2002, all competing (Type 1) applications are
eligible to request the following higher salary and
o Maximum allowable
salary is $85,000.
All non-competing
(Type 5) K01, K08, and K23 awards will continue to receive salary and research
support under the original terms and conditions of the award. In addition,
all non-competing (Type 5) K02 recipients will receive $50,000 for research
costs. There will be no change in salary level for non-competing K02 awards.
NOTE: The salary
limits and research costs for the following career award mechanisms will
remain the same. These programs follow separate NIH-wide guidelines:
o Midcareer
Investigator Award in Patient-Oriented Research (K24)

6.CONVERTING
SELECTED RESEARCH PROJECT GRANTS TO COOPERATIVE AGREEMENTS
NIH
informs the research community that any new or competing continuation investigator-initiated
clinical trial; prevention, education, or control intervention; or epidemiology
study (all research involving human subjects) may be awarded as a cooperative
agreement (U01).
This policy
is effective immediately with publication of this notice and covers all
pending applications as well as all future submissions.

7.CHANGE
IN NIDCD GUIDELINES FOR RESEARCH CORE CENTER GRANTS (P30)
The
purpose of this notice is to announce two changes for NIDCD Research Core
Center Grants (P30): 1) institutions applying for a Core Center grant must
hold, at the time of submission, a minimum of six research project grants
each with at least one year of support remaining, and 2) budgetary caps
are now in place. This notice will become effective with the October 1,
2002 receipt date.

2002-2003 Joseph and Leila Applebaum Visiting
Professorship
The
Office for Research Affairs is calling for nominations for the 8th recipient
of the Joseph and Leila Applebaum Visiting Professorship. The applebaum
endowment enables the College of Medicine to invite a leading researcher/clinician
to serve as a “Scholar in Residence” on an annual basis. The individual
selected would provide valuable expertise in his or her field/discipline,
presenting appropriate lectures and seminars to faculty and students. Under
the endowment, we are able to offer a stipend and financial support (approximately
$5,000) for travel and related expenses.
If
you wish to make a nomination for this year, please submit your nomination
in the form of a letter to me, including the reasons how this particular
nominee would have an impact on the COM. The letter should include which
research groups or clinical groups would benefit by the visit. The nominating
faculty member is required to provide me with a cover letter and a complete
CV, including scientific credentials, teaching accomplishments, awards
and a detailed plan for the visit, including at least two lectures. The
cover letter should outline the proposed interactions with the faculty
and students.
The
sponsor of the nominated faculty will be responsible for coordinating the
visit, e.g. faculty and student meetings with the candidate, lectures and
etc. The sponsor will be responsible for a final letter to the Dean’s Office
and to the Applebaums outlining the activity of the visitor and interactions
with the faculty and students and the benefit to the institution.
The
deadline for submitting nominations is August 23, 2002. A standing committee
has been established to make a final selection.

The Foundation
for the National Institutes of Health (FNIH) is co-sponsoring the Job Fair
for Postdoctoral Fellows held annually in conjunction with the Research
Festival at the National Institutes of Health (NIH). Last year's event
attracted 34 representatives and an estimated 750 postdoctoral trainees.
Among the comments we received are: "A very worthwhile event for scientists
to attend. Here's looking forward to next year!" and "This is an outstanding
opportunity and the talent of the postdocs is great!" We are pleased to
invite your company to participate in this year's program scheduled for
Tuesday, October 15, 2002 from 11:00 a.m. to 3:00 p.m. at the Natcher
Conference Center on the NIH campus in Bethesda, Maryland. This program
provides an opportunity for representatives from industry, government,
the academic community, and nonprofit organizations to meet a large contingent
of NIH postdoctoral fellows. Many of these fellows are approaching completion
of their research training and are seeking permanent employment in the
broader scientific community.
