1) Form Revisions: Over the last couple of
weeks the Office for Research Affairs has been updating/revising several of our
forms and Proposal Processing Tips. To access any of the revised forms or tips,

2) UF/VA Joint Appointments (How to complete NIH Research
Budgets): A VA appointment is a federal
appointment. NIH cannot supplant Federal Funds with Federal Funds. With respect
to the Personnel section of the budget on PHS 398 and PHS 2590 forms: type of
appointment should indicate the proportion of the PI’s university
responsibilities, (based on the Memorandum of Understanding). The VA salary
will not be allowed in the calculation of the base.
Due to vast amount of questions
and discrepancies on grant budgets, ORA has composed an Information Sheet to assist
PI’s and grant administrators when reporting/calculating UF/VA joint appointed
faculty salaries on NIH grants.
3) Department of Medicine Grant Review Process: The
Department of Medicine has instituted a new policy for review of proposals
outside of the department. The original grant application should be delivered
to DOM Grants Administration office located in the 1329 Building, Suite 5140,
for review and signature by the Chair's approved designee (the assistant
director or associate director for medicine/health administration). Grant
applications will no longer be reviewed by Dr. Toskes office in the Medical
Science Building.
After signature, the department will either be notified that the grant is
ready for pick-up, or arrangements can be made to send it over to the COM ORA
office via courier for review.

Initiate New Subcontract Encumbrance Process
Dear Principal Investigators and Department Grant Administrators: The Division of Sponsored Research (DSR) and the Office of Contracts and Grants (C&G) are pleased to announce the following new subcontract encumbrance process.
DSR’s Awards Administration office prepares the subcontract
document and follows it through to full execution. IFAS and Engineering sponsored
research offices prepare subcontracts for their Principal Investigators.
The Current Encumbrance Process (To Be Replaced By The
Process Below): In the current encumbrance process, the departments, upon
receipt of a fully executed subcontract, issue a purchasing requisition to
encumber the subcontract funds. This results in the University’s Purchasing
department issuing a Purchase Order to the subcontractor.
The New Subcontract Encumbrance Process, Effective March 1, 2002, is: For new subcontracts and subcontract modifications initiated by DSR, the process to encumber a Subcontractor’s funding under a grant or contract awarded to University of Florida will reside with DSR and C&G, not the department, as follows:

7) From the FYI Digest: Alumni Scholarship Supports DC Internships for Graduate/Undergraduate Students
To apply for this scholarship, a student must submit a detailed proposal for an independent study program in Washington D.C. This proposed study program must be accepted by the University of Florida for credit and must be closely supervised by a UF professor. In addition, the successful applicant must be beginning their junior, senior or first year of graduate school at the University of Florida, have an outstanding academic record have a broad array of campus or community activities, and demonstrate financial need.

NIH ANNOUNCES DRAFT STATEMENT ON SHARING RESEARCH DATA NOT-OD-02-035
THE
NIH IS DEVELOPING A STATEMENT ON DATA SHARING THAT EXPECTS AND SUPPORTS THE
TIMELY RELEASE AND SHARING OF FINAL RESEARCH DATA FROM NIH-SUPPORTED STUDIES
FOR USE BY OTHER RESEARCHERS.INVESTIGATORS SUBMITTING AN NIH APPLICATION WILL
BE REQUIRED TO INCLUDE A PLAN FOR DATA SHARING OR TO STATE WHY DATA SHARING IS
NOT POSSIBLE.
This
statement will apply to extramural scientists seeking grants, cooperative
agreements, and contracts as well as intramural investigators. Institutions and
individuals are invited to comment on the draft policy.

COMPLEMENTARY AND ALTERNATIVE MEDICINE (CAM) EDUCATION PROJECT GRANTS
This notice is an addendum to PAR-00-027, titled "Complementary
and Alternative Medicine (CAM) Education Project Grant". The original intent was to make five
awards within this Program Announcement in each of three fiscal years. The NCCAM has made ten awards and has
already accepted for review sufficient applications to make five additional
awards during this, the third fiscal year. Therefore, per the recommendation of the National Advisory
Council for Complementary and Alternative Medicine, NCCAM will no longer accept
applications in response to PAR-00-027.

SECOND EDITION OF ARENA/OLAW INSTITUTIONAL CARE AND USE COMMITTEE GUIDEBOOK
ISSUED NOT-OD-02-038
The Office of Laboratory Animal Welfare (OLAW) and Applied
Research Ethics National Association (ARENA) announce the second edition of the
ARENA/OLAW Institutional Animal Care and Use Committee Guidebook.
The updated 2002 IACUC Guidebook is the product of a joint
effort between ARENA and OLAW, led by an Editorial Board and with the
assistance of numerous contributing authors from the community. It addresses multiple issues facing
IACUCs in their oversight of institutional animal care and use programs, and
contains valuable guidance based on the collective judgment and experience of
the authors as well as OLAW precedent and interpretation of PHS Policy.
The Guidebook is available electronically on the OLAW
website via two different connections.

This educational series is designed for Principal Investigators, key Study Personnel, and Study Coordinators. These programs will address current issues in research

3) Reminder: Register Now for 3/22 SBIR/STTR Phase I Workshop
On Friday, March 22, The University of Florida Commercialization Council and
the Gainesville Area Innovation Network (GAIN) will sponsor a one-day workshop
on the federal Small Business Innovation Research (SBIR) and Small Business
Technology Transfer (STTR) programs. Instructors for the workshop
will be Jim & Gail Greenwood, Greenwood Consulting, who are nationally
renowned instructors on effective proposal writing and project management for
these programs.
The workshop will begin at Gainesville's Sheraton Hotel at 7:30 a.m. with coffee and registration. The program will be from 8:00 a.m. to 4:30 p.m., with lunch provided. The cost is $25 for GAIN members and $50 for others.
