WHAT'S NEW

1)     The University of Florida’s Cost Accounting Standards (CAS) Exemption Form Used To Support Direct Charging Costs that are Normally Treated as Indirect Costs has been revised. 

Effective immediately, please use the revised CAS Exemption Form dated 3/29/02. The form is available through DSR’s form table. All previous versions of this form should be discarded. Beginning June 1, 2002, no other version will be accepted by DSR. 

 

Major Changes to the Form include:Name change from CAS Exception Form to CAS Exemption Form. Check boxes have been added to assist in identifying submission type as either a New form or an Amended form, which revises a previously approved CAS form in some manner.A new Section I adds and describes two Special CAS Exempt Categories: (1) Awards that prohibit assessments of any indirect costs and (2) Firm-fixed price contracts and subcontracts awarded without submission of any cost data to the sponsor/agency in any form whatsoever. 

 

When possible, DSR will make the determination if your grant falls into a special category. Such CAS Exemptions, if appropriate, will be noted on the Notice of Award (NOA). If a project did not receive a special category exemption at the time of award, the CAS Exemption Form will need to be submitted along with copies of the guidelines and/or regulatory backup to support the University’s policies with regard to prohibited IDC or firm-fixed price contracts.Data Processing/Computer Supplies have been declared as costs that will be treated normally as indirect costs. Should Investigators want to use federal funds to purchase these types of items, a CAS Exemption Form will be required. See Section III of the revised form.A reminder of the importance of Allocation Of Costs has been added to the form. A viable, well-defined method of allocating costs to a project or to multiple projects is a very important accounting methodology needed to survive an audit. The responsibility for the methodology used to allocate costs to a particular grant rests with the Principal Investigators and their respective business units.

 

While the new form may appear to be extended, it has been designed to more adequately address Cost Accounting Standards and assist in ensuring compliance with OMB Circular A21. Questions regarding the new form can be directed to DSR at 392-1582. (Posted 05/10/02)

 

2)    The Division of Sponsored Research will again offer on-site proposal processing services in the Health Science Center for the upcoming June 1 NIH deadline.

 

Proposal Processing Staff will be available as follows:

Wednesday, May 29 - 1:00-4:30 p.m. - Room M-516

Thursday, May 30 - 8:30 a.m. to 12:00 Noon & 1:00-4:30 p.m. - Room M-516. 

 

Complete proposal review service will be provided, including the authorized institutional signature. Proposals will be released back to the Principal Investigator or his/her representative for mailing.

 

Please bring the original proposal plus one (1) complete copy for the DSR records. Without this record copy, the authorized signature may not be provided on site. Questions may be directed to the Proposal Processing Office at 392-9267.
