NATIONAL
BREAST CANCER AWARENESS MONTH
The
Board of Sponsors of National Breast Cancer Awareness Month
is dedicated to increasing awareness of breast cancer issues,
especially the importance of early detection of breast cancer.
This
message is communicated through a nationwide educational
campaign to audiences including women in all age and ethnic
groups, the general public, state and federal governments,
women's health care professionals, and employers.
During
2002 an estimated 203,500 new cases of breast cancer are
expected to occur among women in the United States. NBCAM
encourages all women to recognize the importance of early
breast cancer detection by participating in National Mammography
Day on October 18, 2002.

UF
PATHOLOGIST RECEIVES AMERICAN CANCER SOCIETY GRANT
The American Cancer Society has awarded University of Florida
pathologist Kenneth A. Iczkowski, M.D., a three-year, $183,000
Research Scholar Grant to study molecular changes on the
surface of prostate cancer cells that could someday help
scientists predict a patient's prognosis.
Iczkowski
also recently received a Veterans Affairs Merit Review grant
amounting to more than $26,000 to pursue this same line
of investigation. Iczkowski holds a dual appointment as
an assistant professor of pathology, immunology and laboratory
medicine at UF's College of Medicine and as a pathologist
at Gainesville's Malcom Randall Veterans Affairs Medical
Center.

UF'S ROSENBLOOM RECOGNIZED AS DISTINGUISHED ENDOCRINOLOGIST
The Endocrine Society has selected Arlan Rosenbloom, M.D.,
a distinguished service professor emeritus of pediatrics
at UF's College of Medicine, to receive its 2003 Distinguished
Physician Award for his outstanding contributions to the
practice of clinical endocrinology. He will be presented
the award, which includes a $3,000 honorarium, next June
at the organization's annual meeting in Philadelphia.

entitled, "Extreme
Ethics: Unusually Difficult Challenges in Epidemiology and
Human Subjects Research" on October 24-26, 2002
at the Sheraton Biscayne Bay Hotel in Miami, Florida. The

IRB Investigator -IRB-01 Deadline Changes!
Please
review the new IRB Deadlines as they have been updated to
accommodate administrative changes in the IRB office. The
updated Deadlines can be located at the following IRB-01
website: http://rgp.ufl.edu/irb/irb01/.
Scroll down to the bottom of the page and note the "New
Deadlines In Effect" notice inserted into the deadline
table. Reminder: Deadlines relate only to those IRB submissions
that require a full Board review: initial and continuing
review of full Board studies, tabled items, major revisions,
and serious and unexpected adverse events must adhere to
the posted deadline schedule.
New
forms help the IRB maintain its responsibility to uphold
human subjects protections standards and ideals.

IRB
Investigator -October 1st - New Forms Become Mandatory
Beginning October 1, 2002 the use of "new" IRB-01
forms will become mandatory. All IRB submissions turned
into the IRB on or after October 1st must be prepared on
the new forms or they will be returned to the Investigator.
New forms are currently available at the IRB-01 website:
Downloadable Forms. This is a good time to familiarize yourself
with these new forms. The IRB Form Forum will take place
on September 12th (see registration information below).
If you have any questions about the use of the new forms,
bring them to the Forum!
The
new forms are designed to help the IRB conduct a more thorough
and complete review of research. Please direct any problems
or questions you may have regarding the new forms to the
IRB office.

& CLINICAL TRIAL STUDIES

budget for clinical trials/research studies which involve
radiological services, please contact Brenda Wise in Radiology

to obtain the correct price for each procedure. If you currently
have ongoing clinical trials/research studies involving
these services, please contact her in order for her to obtain
information regarding your study(ies) for billing purposes.
This will preclude your patients from receiving a bill for
these services.

note that Shands will charge the research study for the
technical fee component of the radiological procedure as

NINDS POLICY UPDATE FOR CAREER (K) AWARDS
This
notices outlines additional policies and procedures for
each K other then what is outlined on the standard criteria
in each of the parent NIH-wide program announcements for
K awards. This policy notice replaces the previous notice
NOT-NS-02-014 issued on July 8, 2002 (http://grants.nih.gov/grants/guide/notice-files/NOT-NS-02-014.html).
The
NINDS supports a broad spectrum of K awards, including both
mentored and independent awards. These programs are described
in the NINDS training and career development website:
http://www.ninds.nih.gov/funding/research_training.htm.
Salary
and Research Costs:
The allowable salary and research costs at NINDS for the
K01, K02, K08, K22, K23 career award mechanisms are as follows:
Effective
with career awards funded in FY 2002, all competing (Type
1) applications are eligible to request the following salary
and research costs (increased over our previous levels):
o
Maximum allowable salary is $85,000 per year.
o Maximum allowable research costs is $50,000 per year.
o Maximum allowable total direct costs for the 3-year extramural
phase of the K22 awards is $150,000; applicants may request
any combination of salary (up to $85,000) and research costs
up to the maximum allowable direct costs.
All
non-competing (Type 5) K01, K08, and K23 awards will continue
to receive salary and research support under the original
terms and conditions of the award. However, all non-competing
(Type 5) K02 recipients will receive $50,000 for research
costs. There will be no change in salary level for non-competing
K02 awards.
NOTE:
The salary limits and research costs for the following career
award mechanisms remain the same. These programs follow
separate NIH- wide guidelines:
o Midcareer Investigator Award in Patient-Oriented Research
(K24)
o Mentored Quantitative Research Career Development Award
(K25)

CLARIFICATION OF THE NCI POLICY ON ACCEPTANCE FOR REVIEW
OF UNSOLICITED APPLICATIONS THAT REQUEST $500,000 OR MORE
DIRECT COSTS
This notice is a clarification of the National Cancer Institute
policy which supplements NIH policy as published March 20,
1998,
http://grants.nih.gov/grants/guide/notice-files/not98-030.html,
and revised October 16, 2001,
http://grants.nih.gov/grants/guide/notice-files/NOT-OD-02-004.html.
The purpose is to emphasize the requirement that applicants
who plan to submit applications of $500,000 or larger direct
costs must contact the National Cancer Institute Referral
Office to seek approval at least 6 weeks before the application
is submitted. All grant applications utilizing mechanisms,
including but not limited to P01, P30, R01, R21/R33, and
U10, where direct costs equal or exceed $500,000 are covered
by this notice except for applications in response to a
specific Request For Applications and Small Business Innovation
Research Grants. This requirement covers new, competing
continuations, supplements, and all amended applications.
The information is specific for each receipt date and will
not be carried over from one round to another. If an applicant
is delayed and cannot meet the planned receipt date, a new
request will be required for the next receipt date.

UF Internal Deadline Procedure
Certain
agencies announce Requests for Applications that limit the
number of proposals that can be submitted by the University.
In these instances, the Office for Research Affairs will
post an internal deadline for interested faculty to submit
a Letter of Intent to the Office for Research Affairs.
If
there are more applicants interested in submitting a proposal
than the agency's guidelines allow for, an internal review
process will be coordinated by ORA. ORA will only coordinate
the requests that are specifically for health related projects.
RGP will coordinate all other requests. There is not always
a candidate who applies for an award. If you are interested
in a funding opportunity and the internal deadline has passed,
check with ORA to see if this opportunity is still available.
