RESEARCH FOUNDATION PROFESSORSHIP
The college of medicine has been invited
to nominate five tenured faculty with a distinguished
current record of research for the University of Florida
Research Foundation Professorship Program for 2003.
These are three-year term professorships that provide
$5,000 annual salary supplement and a $3,000 grant to
support research in year one. Associate and Full Professors
who are tenured and have been on the UF faculty for
at least five years are eligible.
The
iInternal deadline for nominations to the Office for
Research Affairs is February 21, 2003.
Nominations
must include:
1. Supporting letter from the Department Chair
2. A one page statement by the candidate
3. Curriculum vitae

CALL
FOR ABSTRACTS: COLLEGE OF MEDICINE RESEARCH DAY
The
College of Medicine Annual Research Day will be held on
Friday, April 11, 2003.
A
highlight of this event is the presentation of Research
Posters by the Faculty. Traditionally, this has served
to showcase the ongoing research in the College of Medicine
and foster interaction among faculty, fellows and students.
We
invite you to participate by presenting your research
in a poster-session between 12:00 p.m. - 2: 30 p.m. on
April 11, 2003. In anticipation of an impressive
attendance, we will hold the poster displays in the Shands
Hospital Atrium, the Founder's Gallery and the new Health
Professions, Nursing and Pharmacy Building. Lunch will
be served.

FOOTE CALL FOR PROPOSALS
The
Perry A. Foote Program in Health Outcomes and Pharmacoeconomics
seeks proposals from University of Florida faculty, post-doctoral
fellows, and graduate students for small grants to support
the development of new research projects.
The
purpose of the Program is to support the development of
research at the University of Florida and SHANDS HealthCare
in Health Outcomes and Pharmacoeconomics. The Program
seeks to accomplish this goal by supporting the development
of proposals likely to attract outside funding in the
future.

For the purposes of this call for proposals, "health
outcomes " are defined as the end result of the provision
of health services to patients and their families, and
include a broad range of phenomena, from morbidity and
death, to health status and functional status, to patient
satisfaction and health related quality of life. "Pharmacoeconomics"
takes a comparative approach to outcomes and costs of
drug therapy, taking into consideration description and
analysis of costs of drug therapy and its sequels. Common
methods used are cost-minimization, cost-benefit, cost-effectiveness
and cost- utility analysis.
Eligibility
All faculty, staff and graduate students in the Colleges
of Medicine, Dentistry, Nursing, Pharmacy, Health Professions
and Shands Health System are eligible for the grants program.
Other personnel can be included on an application, but
the principal investigator with overall responsibility
for the project must be a clinician, faculty member, graduate
student, or post-doctoral fellow.
Any
graduate student enrolled in a program in any of the Colleges
mentioned is eligible to apply. Students must be able
to demonstrate potential for making substantial progress
on their thesis or dissertation, and must have the written
endorsement of a faculty advisor or the Department's chair.
Awards: Three grants for a maximum of
$10,000 each are available for faculty, and three grants
for a maximum of $5,000 each are available for graduate
students. No indirect costs are required.
Award
funds may be used for data collection and analysis of
any type, or for interventions, or for other resources
for the completion of the project. Award funds may not
be used to pay for clinical patient care, purchase of
computer hardware, faculty salary or for travel to conferences.
Award winners agree to submit a progress report after
twelve months. Funds are not transferable, and should
be drawn before the due date f the final report. Award
recipients will be notified by Tuesday, May 20, 2003.

Deadline: Friday, April 18th, 2003, by 5:00 p.m.
The
Grant Application Package should include the following:

Cover Page, with title and full contact
information for the principal investigator,
* DSR-1 Form (Sponsored Projects Approval
Form),
* Abstract of 300 words or less,
* Scientific Plan of 10 pages or less,
no author information, double spaced, font size 10-12
pt., references additional;
* Biosketch of 2 pages for the principal
investigator and key personnel,
* Budget and budget justification,
* IRB approval (confirmation of approval
or evidence of application).

following courses for the Pre-Award Module.
Proposal
Preparation, Processing and Review - HSC Staff ONLY- April
23, 10:00 am - 12 noon in HPNP, Rm G316
Participants will be prepared to assist faulty in completing
the proposal package, be knowledgeable in reading and
interpreting guidelines, and will be cognizant of the
university's processing requirements. They will be able
to use the web to access current information regarding
changes in preparation and submission processes.
Building Budgets That Survive the Real World -
HSC Staff ONLY, April 24: 8:30 -10:30 in HPNP, Rm G316
Participants
will be able to construct an effective project/program
budget utilizing their knowledge of federal, state, and
university requirements and will be able to determine
how costs may be appropriately applied, transferred, and
modified using these same criteria. Cost sharing also
will be discussed. They will understand how to access
additional information to identify accurate costs and
will be able to utilize the web to maintain currency in
regulatory changes affecting budget processes.

Proposal processing services will be provided on site at
the UF Health Science Center by DSR for the March 1 NIH
deadline. DSR staff will be available in Room P1-102 on
the following day and times:
* Thursday, February 27, 2003 - 8:30 a.m.-12 Noon
& 1:00-4:30 p.m.
Complete
proposal review service will be provided, including the
authorized institutional signature. Please bring the original
proposal plus one (1) complete copy for DSR records. Without
this record copy, the authorized signature may not be provided
on site. Proposals will be released back to the Principal
Investigator or his/her representative for mailing.
The
central Proposal Processing Office, 2nd Floor Grinter Hall,
will be staffed and open for business as usual -- 8:00 a.m.
to 5:00 p.m. -- on these days.

SALARY
LIMITATION ON GRANTS, COOPERATIVE AGREEMENTS AND CONTRACTS
UNDER THE CURRENT CONTINUING RESOLUTION
The Department of Health and Human Services (HHS) Appropriation
Act for FY 2002, Public Law 107-116, restricts the amount
of direct salary of an individual under an NIH grant or
cooperative agreement (hereafter referred to as a grant)
or applicable contract to Executive Level I of the Federal
Executive Pay scale. HHS continues to operate on a continuing
resolution (CR) through February 20, 2003. The CR applies
tthe terms of the FY 2002 appropriations into the period
covered by the CR. The Executive Level I annual salary rate
is $166,700 for the period January 1 through December 31,
2002. Effective January 1, 2003, the Executive Level
I salary level increased to $171,900. When the
final FY 2003 Appropriation is enacted, we will publish
our annual NIH Guide Notice on the legislative mandates
included therein with additional information on the salary
cap.
The
new Salary Cap should be budgeted on all new, supplements,
and competive renewals.

REMINDER TO APPLICANTS ABOUT REQUIREMENT TO SUBMIT COMPLETE
AND UP-TO-DATE OTHER SUPPORT INFORMATION
NIH requires submission of complete and up-to-date "other
support" information before an award can be made. Other
support includes all financial resources, whether Federal,
non-Federal, commercial or institutional, available in direct
support of an individual's research endeavors, including but
not limited to research grants, cooperative agreements, contracts,
and/or institutional awards. Training awards, prizes, or gifts
are not included. Applicants should not include information
on other support in the PHS 398 competitive grant application
submission, but should be prepared to follow "just-in-time"
procedures to submit current other support information upon
the request of NIH Institute/Center staff when the application
is under consideration for funding. Grantees must
also report any changes in other support as a part of the
annual progress report.

INTERNAL

Certain
agencies announce Requests for Applications that limit the
number of proposals that can be submitted by the University.
In these instances, the Office for Research Affairs will
post an internal deadline for interested faculty to submit
a Letter of Intent to the Office for Research Affairs.
If
there are more applicants interested in submitting a proposal
than the agency's guidelines allow for, an internal review
process will be coordinated by ORA. ORA will only coordinate
the requests that are specifically for health related projects.
RGP will coordinate all other requests. There is not always
a candidate who applies for an award. If you are interested
in a funding opportunity and the internal deadline has passed,
check with ORA to see if this opportunity is still available.
