REMINDER: THE DEADLINE FOR NOMINATIONS FOR 2003 FACULTY RESEARCH AWARDS IS FEBRUARY 7, 2003

Each year the College of Medicine Faculty Council presents awards to two faculty members for outstanding achievement, productivity, and research discovery. Awards are given in two categories: Basic Science Research and Clinical Science Research.

The CLINICAL RESEARCH AWARD will be given for research having a close connection with clinical medicine and/or having a significant impact on the delivery of patient care.

The BASIC SCIENCE RESEARCH AWARD will be given for research contributing to our understanding of the fundamental underlying principals of biology and medicine.

The designation of basic science research versus clinical research is based on the nature of the research itself and not on the department in which the candidate holds primary appointment. A faculty member's research is evaluated on its own merit, regardless of the type of department (clinical or basic), which is supporting that individual and his/her research.

All nominees must have been engaged in sustained research at the University of Florida, on either the Gainesville and/or the Jacksonville campuses for at least five years.

Under the rules governing the Faculty Research Awards, and faculty member can nominate another faculty member for one of the awards. Nominations should be forwarded no later than 5:00 p.m. February 7, 2003 to the office for Research Affairs (Sandra Smith, PO Box 100215; Rm. M-134; Fax# 392-7427; email snsmith@dean.med.ufl.edu). A complete nomination package should include:

1. The letter of nomination;
2. The candidate's CV;
3. The names and addresses of three potential supporters who are knowledgeable about the faculty member's research and who are not on the faculty at the University of Florida. The faculty member making the nomination should not personally request the letters of reference, but merely submit the list of potential references to the Office for Research Affairs.

After the initial screening of the nominee to determine eligibility, the Research Award Selection Committees (one for the basic sciences and one for the clinical sciences) will request supporting letters of reference. The Faculty Research Award Committees will each be comprised of three basic scientists and three clinical researchers nominated by the Faculty Council and appointed by the Dean. The Committees have final say regarding the awardees for 2003.

Winners of the two Research Awards will be ineligible for reconsideration for a period of five years. This year's awardees will be announced and awards presented by the Dean of the College of Medicine, Dr. C. Craig Tisher, at the annual Faculty Council dinner meeting in the spring.

Each awardee will receive a $5,000 check and a plaque. Their names will be permanently inscribed on commemorative plaques hanging in the hallway outside the Dean's Office on the first floor of the Medical Sciences Building. The award winners will be asked to make an oral presentation on their research on Faculty Research Day the following year, in 2004. (Posted 01/24/03)

UF Shands Cancer Center Junior Investigator Award:
Cancer Research Grants for Junior Investigators

This competition is funded by the American Cancer Society's
IRG award to the UF Shands Cancer Center with the purpose
of providing funds on a competitive review basis to junior investigators.

The maximum to any one individual is $20,000 for a one year period.
These funds will be awarded as "seed" money for the initiation of
promising new basic and clinical cancer research and cancer control
and population sciences projects by independent junior faculty members, university wide, who are involved in cancer related research.

the Faculty. Traditionally, this has served to showcase the ongoing
research in the College of Medicine and foster interaction among faculty, fellows and students.

poster-session between 12:00 p.m. - 2: 30 p.m. on April 11, 2003

COLLEGE OF MEDICINE

RECOMMENDATIONS FOR 2003-2004 GRADUATE ASSISTANT STIPENDS & TUITION

Based on current projections for the IDP stipend level and UF graduate tuition rates, COM faculty are encouraged to budget higher levels of support for graduate assistants in new grant budgets in preparation for submission during the coming months ahead.

Pending final approval by the Chairs and Dean, the IDP stipend for 2003-2004 will be set at $20,000. Furthermore, based on the planned increases in the NIH predoctoral stipend to $25,000 by FY2006, additional IDP stipend increases that will be necessary to at least match the NIH level (Attachment 1) are projected. This will be essential for us to remain competitive with other biomedical graduate programs nation-wide.

A similar projection for postdoctoral stipends should also be considered, because the NIH goal is to raise career level 0 postdoctoral stipends to $45,000 by FY2006.

It is also anticipated that UF will raise its tuition rates by 7.5% for 2003-2004. COM encourages faculty to budget for the increase in the initial budget year.

DSR PROPOSAL PROCESSING SERVICES AT HSC
FOR FEBRUARY 1 NIH DEADLINE

Proposal processing services will be provided on site at the UF Health Science Center by DSR for the February 1 NIH deadline. DSR staff will be available in Room P1-102 on the following day and times:

Noon & 1:00-4:30 p.m.

Complete proposal review service will be provided, including the authorized institutional signature. Please bring the original proposal plus one (1) complete copy for DSR records. Without this record copy, the authorized signature may not be provided on site. Proposals will be released back to the Principal Investigator or his/her representative for mailing.

ASSOCIATE VP/RESEARCH IAN PHILLIPS TAKES USF VP POSITION

Dr. M. Ian Phillips, RGP's Associate Vice President for Research, will become the Vice President for Research at the University of South Florida, effective January 31. After serving as chairman of UF's Department of Physiology and Functional Genomics from 1980-2001, Dr. Phillips joined RGP in July 2001. RGP congratulates Dr. Phillips on his new position and thanks him for his contributions to and support of UF research both as a researcher and administrator. (Posted 01/24/03)


HEALTH CENTER PURCHASING

Due to a diligent purchasing agent in IFAS who was monitoring Fisher contract pricing, many pricing errors have been uncovered. The pricing now has been corrected, but the University has overpaid about $110,000. HSC's share is estimated be around $65,000.

Fisher will detail the overcharges by Fisher account# showing department, PO#, etc. In addition to the pricing overcharges, there is freight, ice charges, and storeroom price overcharges.

Fisher will do whatever we want to make it easy on our end, but feedback is needed from departments on number of checks, detail needed to deposit those checks, or information needed from Fisher before they can decide what they want to do.

The new HIPAA rule effective 4/14/03 will change the way investigators gain access to protected health information or PHI (private, identifiable information about an individuals physical/mental health). For the most part, compliance with the new HIPAA rule means that investigators will be required to obtain an Authorization, Waiver, or a Certificate to gain legal access to PHI.

It is very important that the research community understands that accessing, reviewing, creating or disclosing research subjects PHI without Authorization, Waiver, or Certificate after 4/13/03 may result in civil fines and criminal imprisonment. Mandatory training for investigators and their key study personnel begins this month. Please review the schedule of training sessions. This training will facilitate investigator compliance with the new HIPAA rule. (Posted 01/24/03)

NATIONAL INSTITUTES OF HEALTH

RESUBMISSION OF UNPAID RFA APPLICATIONS AND RESUBMISSION OF APPLICATIONS WITH A CHANGED GRANT ACTIVITY MECHANISM

The majority of grant applications submitted to NIH each year are investigator-initiated. However, the Institutes and Centers of NIH also solicit grant applications on specific topics through the use of Requests for Applications (RFAs). With this notice the NIH is changing its practice regarding resubmissions of three categories of grant applications.

Those categories include:

1. Applications that were originally submitted in response to an RFA and then resubmitted as an investigator-initiated application.

2. Applications that were originally submitted as investigator- initiated applications and subsequently resubmitted in response to an RFA.

3. Applications that were originally submitted using one grant mechanism and subsequently resubmitted using a different grant mechanism (for example, an application that was originally an R01 and then is resubmitted as an R21).

POLICY CHANGE: This general policy on application resubmission, stated below, applies to all grant mechanisms that might be solicited via an RFA and to instances where there is a change in mechanism. There may, however, be exceptions to this policy, which will be clearly identified in the original RFA or in a follow-up RFA.

1. When an application that was submitted in response to an RFA is not funded and the investigator wishes to resubmit an application on this topic as an investigator-initiated application, it is to be submitted as a NEW application, unless provisions for submission of a revised application are clearly delineated in the RFA. In addition, if a subsequent RFA specifically solicits revisions of unfunded applications from a previous RFA, the instructions in the second RFA should be followed. In all other cases, applications submitted in response to an RFA and then resubmitted as an investigator-initiated application must be submitted as a NEW application.

2. When a previously unfunded application, originally submitted as an investigator-initiated application is to be submitted in response to an RFA, it is to be prepared as a NEW application.

3. When an unfunded application that was reviewed for a particular research grant mechanism (for example, R01) is to be submitted for a different grant mechanism (for example, R03), it is to be
prepared as a NEW application.

This change in policy is effective for applications submitted on or after May 10, 2003 so it includes all applications going to January 2004 councils.

INTERNAL
DEADLINES


Certain agencies announce Requests for Applications that limit the number of proposals that can be submitted by the University. In these instances, the Office for Research Affairs will post an internal deadline for interested faculty to submit a Letter of Intent to the Office for Research Affairs.

If there are more applicants interested in submitting a proposal than the agency's guidelines allow for, an internal review process will be coordinated by ORA. ORA will only coordinate the requests that are specifically for health related projects. RGP will coordinate all other requests. There is not always a candidate who applies for an award. If you are interested in a funding opportunity and the internal deadline has passed, check with ORA to see if this opportunity is still available.

SBIR SEMINAR - NSF

Dr. Juan E. Figueroa, Program Manager for SBIR Programs at the National Science Foundation will conduct a seminar, January 24, 2003. The seminar will be held in JWRU (Reitz Union) Room 282 from 9:00 am to 10:00 am.

Dr. Figueroa will provide an overview of the NSF SBIR/STTR programs to the University of Florida faculty and students.

"IACUC 101 FOR SCIENTISTS" OFFERED AT THE 2003 EXPERIMENTAL BIOLOGY MEETING

The Office of Laboratory Animal Welfare/NIH (OLAW) and Experimental Biology (EB) 2003 will co-sponsor a half-day symposium for scientists on the workings of the IACUC. "IACUC 101 for Scientists" will be presented on Friday, April 11, 2003 in the San Diego Convention Center as part of EB 2003.

REGISTRATION FOR EB 2003 IS REQUIRED TO ATTEND THIS SESSION. This special version of "IACUC 101" is intended to address the concerns of research scientists and will provide information useful both to IACUC members and to those whose protocols require IACUC review.

GRANTS FOR CONFERENCE FUNDING

The Gainesville/Alachua County Tourist Development Council offers grants for conferences being planned for the period March 1, 2003, until December 2005. Funds can be used for marketing materials, audio-visual equipment, spouse tours, transportation, and other conference expenses. Award amounts will be based on the number of guestrooms generated by the conference. The deadline for applications is FEBRUARY 10, 2003.

MARCH IACUC 2003 WORKSHOP

The Office of Laboratory Animal Welfare/NIH (OLAW) will co-sponsor with the Washington Association for Biomedical Research an IACUC 2003 workshop, "Building an Effective IACUC: The Basics and Beyond," in Washington State on March 10, 2003. The session will focus on topics of interest to IACUCs, their functions and responsibilities, and ways to effectively discharge their responsibilities under the PHS Policy and related GUIDE FOR THE CARE AND USE OF LABORATORY ANIMALS. There will be sessions designed for novices and
sessions for more experienced participants.
