NATIONAL SCIENCE FOUNDATION

NSF REVISES COST SHARING POLICY

NSF has reissued its Cost Sharing Policy with the following change (as approved by the National Science Board in November 2002):

The third paragraph of the Budget Negotiations section of the policy is deleted and replaced with the following: ''''In budget negotiations, any reduction of 10% or more from the amount proposed should be accompanied by a corresponding reduction in the scope of the project.''''

All other aspects of the policy remain unchanged.
The previous language in the policy (which has now been deleted) stated that:

''''In budget negotiations, any reduction of 10% or more from the amount proposed should be accompanied by a corresponding reduction in the scope of the project, unless the program officer, principal investigator, and institution clearly agree that the project as proposed can be carried out at a lesser level of support from NSF with no expectation of any uncompensated institutional contribution beyond that formally reflected as cost sharing.''''

The National Science Board agreed that the previous language left too much discretion in the hands of the NSF program officers to collaborate and/or pressure Principal Investigators and institutions to accept reductions without revising the scope of work.

In order to retain the concept of cost sharing being an eligibility criterion rather than a review criterion, NSF will modify FastLane to mask the cost sharing line item in the budget from peer reviewers during the review process.

The revised policy is effective for budget negotiations occurring on or after April 1, 2003.

Full text of the revised policy plus an FAQ can be found at: http://www.nsf.gov/bfa/dga/policy/start.htm (Posted 01/31/03)

INTERNAL
DEADLINES

Certain agencies announce Requests for Applications that limit the number of proposals that can be submitted by the University. In these instances, the Office for Research Affairs will post an internal deadline for interested faculty to submit a Letter of Intent to the Office for Research Affairs.

If there are more applicants interested in submitting a proposal than the agency's guidelines allow for, an internal review process will be coordinated by ORA. ORA will only coordinate the requests that are specifically for health related projects. RGP will coordinate all other requests. There is not always a candidate who applies for an award. If you are interested in a funding opportunity and the internal deadline has passed, check with ORA to see if this opportunity is still available.

Contact Dr. Madsen with questions related to funding opporunities or internal competitions.
