The
College of Medicine Annual Research Day will be held
on Friday, April 11, 2003.
A
highlight of this event is the presentation of Research
Posters by the Faculty. Traditionally, this has served
to showcase the ongoing research in the College of
Medicine and foster interaction among faculty, fellows
and students.
In
anticipation of an impressive attendance, we will
hold the poster displays in the Shands Hospital Atrium,
the Founder's Gallery and the new Health Professions,
Nursing and Pharmacy Building. Lunch will be served.

Privacy Rule website that should be visited
regularly during the transition to HIPAA-compliance.
Frequently asked questions (FAQs) and other important
news, including changes in HIPAA-compliance practices,
will be announced there. Bookmark this website and visit
regularly!
The Impact of HIPAA on Research at UF is required
training for all investigators and key study personnel.
This program is not the same as the HIPAA
General Awareness training program that is available on-line.
On-going sessions are underway. Please refer to the training
schedule in Gainesville or in Jacksonville, and make sure
to attend in the near future.

WHO
IS RESPONSIBLE FOR THE CONDUCT OF REAEARCH
Who
is Responsible for the Conduct of Research?
If
an investigator signs an IRB submission as
Principal Investigator (PI) of a study, that investigator
then becomes the person responsible for the proper conduct
of that IRB-approved project. PIs sometimes delegate study
activities to subinvestigators who also commit to properly
conducting the study when they sign the IRB submission.
When research activities are delegated to other investigators,
however, the PI must still supervise and review study
activities, especially with regard to clinical interventions.
It is the responsibility of the investigator of record–the
Principal Investigator –to ensure that the investigation
is conducted according to the signed Introductory Questionnaire,
the IRB Protocol, and the approved Informed Consent Form
and according to all applicable Institutional, State,
and Federal regulations.

JOIN
THE COLLEGE OF NURSING TO PROPOSE A MIND-BODY HEALTH CENTER
TO NIH
The
College of Nursing has volunteered to lead UF`s application
to NIH for an interdisciplinary center in Mind-Body Interactions
and Health focusing on stress and cardiovascular function.
Two RFAs for development of programs in Mind-Body Interactions
and Health are currently open, but NIH advises that institutions
should submit only one proposal (either an R24 or an R21
but not both). An initial meeting produced a number of expressions
of interest that have encouraged the College to move forward
with the proposal planning, according to Dr. Carolyn Yucha,
Associate Dean for Research.
Interested faculty and other researchers are invited to
join the proposal development team, which will meet on the
following schedule:
March 17, 4-5 pm - N1-16
March 31, 3-4 pm - N1-16
April 14, 4-5 pm - N1-16
April 28, 4-5 pm - N1-16

RESEARCH SERVICE AWARD (NRSA) STIPEND INCREASE AND OTHER
BUDGETARY CHANGES EFFECTIVE FOR FISCAL YEAR 2003
This
notice supercedes a notice released on March 7, 2003 related
to stipends and other budgetary issues associated with FY
2003 Ruth L. Kirschstein National Research Service Awards
(NRSA). This notice updates stipend levels associated with
the Minority Access to Research Career (MARC) and the Career
Opportunities in Research (COR) programs that operate out
of the National Institute of General Medical Sciences and
the National Institute of Mental Health, respectively. All
other components of the Notice that appeared on March 7
remain unchanged.
The
budgetary changes described below for Fiscal Year 2003 Kirschstein-NRSA
awards affect the stipend levels for undergraduate, predoctoral
and postdoctoral trainees and fellows. In addition, for
informational purposes only, the Training Related Expenses
for trainees and the Institutional
Allowance for individual fellows are shown. These budget
categories are not being increased. Only undergraduate,
predoctoral and postdoctoral stipends have been increased
this fiscal year.
IT
SHOULD BE NOTED THAT THE DESCRIBED BUDGETARY CHANGES ARE
EFFECTIVE ONLY FOR KIRSCHSTEIN-NRSA AWARDS MADE WITH FY
2003 FUNDS. Retroactive adjustments or supplementation
of stipends or other budgetary categories with Kirschstein-NRSA
funds for an award made prior to October 1, 2002 is not
permitted. Budgetary adjustments for training grant and
fellowship awards, therefore, will be made only at the time
of the FY 2003 award. Adjustments of stipends and other
benefits for trainees will be made only at the time of appointment
or reappointment to training grants made with FY 2003 funds.
STIPENDS:
Effective with all Kirschstein-NRSA awards made on or after
October 1, 2002, the following annual stipend levels apply
to all individuals receiving support through institutional
research training grants or individual fellowships, including
the Minority Access to Research Career (MARC) and Career
Opportunities in Research (COR) programs. These awards are
made under the authority of Section 487 of the Public Health
Service Act (as amended).

Competing

by the NIH awarding component to reflect the new stipend
levels. The new stipend levels are to be used in the preparation
of future competing and non- competing NRSA institutional
training grant and individual fellowship applications. They
will be administratively applied to all applications now
in the review process.

ALLOWANCE AND TRAINING RELATED EXPENSES FOR KIRSCHSTEIN-NRSA
RECIPIENTS:
The
Training Related Expenses for each predoctoral and postdoctoral
trainee as well as the Institutional Allowance for all predoctoral
and postdoctoral fellows remains at the amounts shown below
for all awards made with FY 2003 funds:

UF
SPACE BIOTECHNOLOGY & COMMERCIAL APPLICATIONS PROGRAM
NASA has provided funding to the University of Florida to
initiate a comprehensive program in space biotechnology
research with a strong commercial applications component.
Approximately $400,000 is available for total awards for
the conduct of biotechnology research applicable to NASA
space missions. The estimated range of awards is $50,000
- $100,000.
Proposals
should provide: (1) some form of cost sharing either
from the proposing university or a commercial partner; (2)
a strong potential that the award could lead to follow-on
NASA funding for the research; and (3) a plan to develop
and pursue commercial applications of the research. The
presence of a commercial partner on the research team is
highly desirable, but not required. Where a commercial partner
is not included on the research team, the commercial applications
plan should be sufficiently detailed for evaluators to clearly
assess the commercial potential of the research.
The
deadline for submission is MARCH 26, 2003. Receipt of proposals
will be confirmed to the investigator via e-mail.

with technical assessment and priority ranking. Successful
applicants will be notified by April 16, 2003. Funded
proposals are expected to initiate research by May 1,
2003, and will be funded for one (1) year.
