Modular Grants Information

Effective June 1, 1999, the National Institutes of Health requires the use of the Modular Grant Application on unsolicited new, revised, and competing continuation R01, R03, R15, R21, R41, and R43 grants and competing supplements, as well as applications responding to RFAs for these mechanisms.

College of Medicine Policy

ALL COLLEGE OF MEDICINE AND INSTITUTIONAL POLICIES WILL REMAIN IN EFFECT!

This includes the policies: salary requested on a proposal needs to match effort committed, cost accounting standards need to be followed, and disclosure of financial conflict of interest needs to be provided, etc. We are however limiting the amount of information required in order to aid in streamlining the process of budget preparation.

The College of Medicine will require a checklist page to be completed for internal purposes

The Budget Checklist for Grants (formerly Modular Budget Cheklist) or a letter addressing the issues listed in the table below will be accepted.

The following will be required for budget approvals from RAC, under the new modular policy:

Budget Checklist for Grants Questions

  1. List percent effort for all personnel for each year. If salary requested is less than it should be for the effort committed, provide a cost share letter (.PDF) justifying the reason for not recovering the full salary amount.
  2. Are there items charged as direct costs that will require a Cost accounting standards forms?
    If you are aware of CAS charges on your proposal, submit an CAS exception form along with your grant or before the award. These charges include secretarial positions, office supplies, local telephone calls, postage, etc.
  3. Is salary support for a graduate student provided?
    If a research graduate assistant is requested on the project, then the Instate tuition rate for new students applies. Please indicate their FTE and which tuition rate is used.
  4. Indirect Cost Calculation
    List the exclusions (dollar amount) from the direct costs taken when figuring the indirect cost return for year one and for the project. Costs that should be excluded are equipment, patient care costs, tuition, rent, subcontracts after the first $25,000, etc.
  5. Are animals used in this research?
    If you are using non rodent species, please contact Animal Resources, during the development stage of your proposal to ensure the space and equipment available will meet your needs. See IACUC's web site for more information.
  6. Are human subjects used in this research?
    Have all key personnel meet the Human Subjects Training Requirements?
    Documentation will need to be submitted for SNAP (non-competing renewal) proposals at the time of submission for signature.

Also Provide:

  1. Disclosure of Financial Conflict of Interest forms are still required on ALL Key personnel.
  2. A copy of the Abstract or Specific Aims of the project, if available.
  3. RFP/PA Guidelines if proposal is in response to an agency solicitation.
  4. NIH Forms: Face Page, Form page BB, Narrative Budget Justification, Bio-Sketches for all key personnel listed on form page BB, Resources, and the NIH Checklist
